City Awards First Post-Ike Street and Drainage Contract

It has been a very long time coming, but January 23, 2012, the Shoreacres City Council awarded a contract valued at $1,637,154.50 to Mar-Con LLC for street and drainage work. Using funds made available for disaster recovery several of the city's storm damaged streets will be replaced with new concrete surfaces. Additionally, storm drainage will be improved in the same area by increasing culvert sizes wherever required and reshaping the open ditches.

The city's project engineer plans to issue the official "notice to proceed" to the contractor with an effective date of March 5. Soon thereafter you can expect to see equipment and material arriving in the city. A portion of Bayou Drive on the west side of Taylor Bayou between Shore Acres Blvd. and Heron Park will be closed to traffic and used by the contractor for a temporary construction yard.

The first two project phases have been identified starting with West Country Club north of Shore Acres Blvd and North Country Club east to Centre Avenue. The second phase will be Centre Avenue from Shore Acres Blvd north to North Country Club. Work will take place on alternating sides of the street to allow as much access to homes as possible.

In addition to street and drainage work CenterPoint Energy will be replacing lengths of their gas main in the street right-of-way in advance of this street work; and, the city will also be installing large water main crossings in anticipation of future water system improvements.

The street and drainage project will have approximately five more phases as work continues east and south across the city. Other streets that will see work include portions of Bayou Drive, South Country Club, East Country Club and Oakdale Street.

Under the terms of the contract all of this street work should be completed by December 2012. Of course, allowances for weather and other delays may impact the actual completion date.

Two more street and drainage contracts are pending, and with grant approval they could be awarded this year.

Street and Drainage Survey Work

Several streets in Shoreacres have just been lined with survey stakes and decorated with spray paint. That's a good sign. The stakes are part of preliminary work necessary to prepare engineering plans for street and drainage improvements. Harris County Precinct 2 is assisting the City of Shoreacres by funding this work in advance of an anticipated grant of federal construction funds.

Harris County Precinct Two Commissioner Jack Morman has secured more than $2 million allocated to Harris County for Hurricane Ike recovery for use in the City of Shoreacres.

We can't guarantee that every street surveyed will be replaced with a new 20-foot wide concrete surface, but the chances are pretty good.

The stakes have mostly been placed at the edge of the City's street right-of-way (city property). While this marks the edges of the right-of-way, it does not mean that any work will be done beyond the ditches along side the street surface.

If your street is replaced, the ditches may be improved and culvert pipes under the street and driveways may be replaced to achieve proper drainage. Any driveways required to be removed to change the culvert pipe will be replaced at no cost to the property owner.

Presently there is no construction schedule for the possible work surveyed this week.

City Adopts Fair Housing Plan

On January 23, 2012, the City Council accepted the the Fair Housing Activity Statement (FHAST) prepared by the city's fair housing working group as the city's official Fair Housing Action Plan.

Following a presentation by the Working Group's Chairman Steven Jones and a public hearing the council passed Resolution No. 2012-77 adopting the FHAST form as the "City of Shoreacres Fair Housing Action Plan."

The City of Shoreacres has subscribed to a high-tech service to provide rapid dissemination of time-sensitive messages to every telephone number stored in a notification database. Using Blackboard Connect, authorized city officials can send thousands of telephone, e-mail, and text messages in minutes.

Most traditional home telephone numbers are already in our database. Cellular telephone numbers, e-mail addresses, and text-receiving devices can be added by to the database by clicking on the "Sign Up Now" button below or on the city's website.

The Blackboard Connect system is used to deliver messages regarding the safety or welfare of our community. Examples include severe weather warnings, hazardous traffic or road conditions, chemical releases, and any other situation that could impact the safety, property, or welfare of our citizens.

Street Project Engineering Work Started

Many Shoreacres residents have or will see survey, soil testing, and utility crews working in and along their streets as the city prepares for new street construction.

A year ago the city applied for federal Hurricane Ike recovery grant funds. It has taken a long time, but finally we can see tangible signs of progress. Some of those signs are spray painted on the street while others are marked on wooden stakes.

This preliminary engineering work will locate utilities, define the projects and provide the information needed to prepare specifications that will go out for bid in a few short months. [more]
